VALGA is located on Estonian-Latvian border and is commonly referenced as a twin city comprising of the Latvian town Valka and Estonian town Valga. The history of the two sides of the city is closely connected, so the common slogan of Valga and Valka is „1 City, 2 States” to acknowledge both cities as one for its inhabitants and visitors. In 2020, a new joint central area was created in the historical heart of the two cities to support cross-border movement.

Valga and Valka are currently starting to create joint cross-border development strategy. Valga is interested in identifying solutions that can span across the Valga-Valka area and, while respecting legislation and restrictions in two different countries, essentially addressing aspects of cross-border cooperation and joint activities in a last-mile delivery setting. Valga is interested in solutions involving mutli-stakeholder collaborations and seeks to understand how to define policies for optimising city logistics in Valga-Valka twin town.
